Smart Climate Compliance: Registering and Reporting Controlled Substances
In Vietnam, under the Law on Environmental Protection (2020) and subsequent decrees, entities that import, consume, service, or decommission equipment containing controlled substances are mandated to conduct a one-time registration and submit annual usage reports.

As nations accelerate toward Net Zero pathways, one of the most potent yet under-regulate demission sources remains refrigerant gases—notably HCFCs and HFCs, classified as super greenhouse gases with Global Warming Potentials thousands of times greater than CO₂.

In Vietnam, under the Law on Environmental Protection (2020) and subsequent decrees, entities that import, consume, service, or decommission equipment containing controlled substances are mandated to conduct a one-time registration and submit annual usage reports.

For SMEs, this regulatory obligation may initially appear complex. However, it presents a strategic opportunity to:

  • Demonstrate regulatory compliance and ESG leadership.
  • Enhance environmental stewardship and corporate reputation.
  • Unlock pathways to climate finance through partnerships with climate-tech innovators.

CoolImpact: Converting Compliance into Climate Value

CoolImpact, a first-mover Climate-Tech Startup in Vietnam, is pioneering the region’s first integrated platform for F-Gas Recovery and HFC Destruction. Our mission aligns with the Montreal Protocol and the Kigali Amendment, tackling super-pollutant mitigation at scale.

Our model enables enterprises to:

  • Execute end-of-life refrigerant recovery and destruction following global best practices.
  • Obtain verifiable documentation for inclusion in annual reports.
  • Navigate the entire compliance cycle—registration, quota allocation, and annual reporting—with ease.

High-Integrity MRV for Transparency

CoolImpact is deploying a digital MRV (Monitoring, Reporting, Verification) system that ensures data integrity and aligns with IPCC methodologies. This system forms the backbone for generating high-integrity carbon credits, fully Verra and GoldStandard ready.

This innovation positions CoolImpact as a Carbon Credits Developer in Vietnam, enabling businesses not only to comply with regulations but also to participate in the emerging waste-to-value climate solutions market.

First-Mover Advantage for Enterprises

By reframing compliance as opportunity, enterprises can:

  • Position as first movers in NetZero climate solutions across Southeast Asia.
  • Build trust with regulators, customers, and investors.
  • Capture both reputational and financial benefits from sustainable operations.

Toward a Cooler Planet

Compliance with controlled substances is more than avoiding administrative penalties—it is a gateway to climate leadership. By partnering with CoolImpact Asia, businesses transform regulatory obligations into measured climate impact, preventing millions of tons of CO₂e from entering the atmosphere.

CoolImpact is not just a compliance service provider. We are a Net Zero enabler in Southeast Asia—bridging regulatory frameworks, climate finance, and super-pollutant elimination.
